Precinct 4 Office Spending: Jonathon Holler Records

These Bexar County records concern a personal services agreement for the Precinct 4 Commissioner’s office and entries in the FY2026 general ledger. I am sharing them so residents can review the underlying documents.

At a glance

The county records describe an outside consultant agreement for communications and policy research.

$77,600Contract maximum
$61,988.13February–August 2026 ledger entries
Jan. 20–Sept. 302026 agreement term

The contract maximum is not the amount paid. Ledger entries do not document the completed work.

What the records show

  • The agreement runs from January 20 through September 30, 2026, with a total amount not to exceed $77,600. Its scope includes communications, media, digital content, speechwriting, and policy analysis and research.
  • The fiscal assessment says funding would be transferred from Salary Regular to Professional Services for FY2025–26.
  • The supplied FY2026 ledger lists six $9,642.60 entries and one $4,132.53 entry for Jonathon Holler dated February through August 2026. Together, those entries total $61,988.13. It also lists a separate $4,800 entry dated November 24, 2025.
  • The ledger notes that salaries and overhead costs are excluded.

The $77,600 figure is a contract ceiling, not a statement that the full amount was paid. The ledger shows accounting entries, not the invoices or completed work behind them.

Questions for follow-up

Why did the Precinct 4 office choose an outside consultant for communications, media, speechwriting, and policy research, and what need was the contract intended to address? The agreement calls for invoices describing services and estimated time spent. What work and deliverables do the invoices supporting these ledger entries document? I will update this page if additional records answer these questions.
